Tobacco Education and Research Oversight Committee (TEROC)

The Tobacco Education and Research Oversight Committee is a legislatively mandated advisory committee charged with overseeing the use of Proposition 99 tobacco tax revenues for tobacco control and prevention education and for tobacco-related research. In performing this mandate, the Committee provides advice to the State Department of Health Services, the University of California, and the State Department of Education regarding the administration of the Proposition 99-funded programs. The Committee also publishes and periodically updates a state master plan for tobacco control and tobacco-related research, and makes recommendations to the State Legislature for improving Proposition 99-funded tobacco control and tobacco-related research efforts in California.

The Committee is composed of 13 members, who receive no salary but are paid for costs related to attending committee meetings. By law, the Governor appoints eight members, the Speaker of the Assembly appoints two, the Senate Rules Committee appoints two, and the Superintendent of Public Instruction appoints one. More detail is available in the authorizing statute.

The Committee is mandated to meet "not less than four times per year" and may meet more often. The Department of Health Services provides staff support for the Committee. Information regarding TEROC meetings will be posted on this web site.
