Fact Sheets The resources listed on
this page pertain to tobacco control efforts in California. The evaluation program of the Tobacco Control Section consists of
surveillance, evaluation and dissemination.
Surveillance
Surveillance of tobacco-related knowledge, attitudes, and behavior is
conducted through three random-sample telephone surveys:
California Behavioral Risk Factor Survey (BRFS) [50 pages, pdf]
This survey is an ongoing effort by the California Department of Health
Services in conjunction with the U.S. Centers for Disease Control and
Prevention (CDCP) to assess the prevalence of and trends in
health-related behaviors in the California population aged 18 years and
older. Data are collected monthly from a random sample of California
adults living in households with telephones. The survey is conducted by
the Computer Assisted Telephone Interviewing (CATI) Unit of the
California Department of Health Services' Cancer Surveillance Section.
Participants in the California BRFS are asked about a wide variety of
behaviors such as seat belt use, exercise, weight control diet, tobacco
and alcohol consumption, utilization of cancer screening procedures and
other preventive measures. They also are asked for basic demographic
information such as age, race/ethnicity, marital, employment status,
household income, and education. The number of interviews conducted
varies.
California Adult Tobacco Survey (CATS)

This survey was developed for adults over 18 years of age. The annual sample size has
about 4,000 respondents. Participants are asked about a wide variety of behaviors related
to past and present cigarette smoking, and attitudes and beliefs about tobacco use. Other
factors assessed include: demographics, health care coverage, medical advice to stop
smoking, social influences, media exposure, and exposure to tobacco promotional items.
Questions on current smoking status are combined to create specific smoking categories
(current smoker, former smoker, never smoker). Directions on how to combine survey
responses into these categories is provided with the DHS survey.

Other surveillance methods include:
- Monitoring of local and state policies
- Tracking the development of tobacco-related laws and ordinances
- Periodic statewide surveys of local opinion leaders, government officials, and
law enforcement personnel are used to assess policy changes and needs
- Health outcome data from the California Cancer Registry, the California Center
for Health Statistics, and other related sources are also monitored to detect
changes and identify program impacts on tobacco-related cancer disease incidence
and death rates.
Evaluation
- School Programs: Evaluation of school-based tobacco-use prevention education programs is conducted every two years based on the CSTS, a classroom-based survey of public and private school students in grades 6 through 12 as well as other school-specific information. Approximately 20,000 students from middle schools and high schools are surveyed.
- Local Programs: Local Program evaluation is an integral component of projects funded by the state program. At least 10% of each local project's budget is required to be used for this purpose. The state program ensures local program evaluation quality by providing guidance, training, and technical assistance to program evaluators.
- Media Campaign: Statewide media campaign evaluation is based on surveillance data and a media tracking study for each campaign.
- Industry Activity: The evaluation also monitors the tobacco industry's marketing practices and influence on the social, economic, and health environment of California.
Dissemination
Evaluation and surveillance results are updated periodically in various
fact sheets and reports. Timely findings are published as official
press releases.
