New Phlebotomy Regulations Effective April 9,
2003
The phlebotomy
statutes were revised by the 1999 Migden bill.
This bill authorized DHS to write new regulations that were signed into
law on January 9, 2003. The
statutes and regulations took effect 90 days later on April 9, 2003.
The documents and slide presentation below explain the new laws and
describe how to become a state approved Limited or Certified Phlebotomy
Technician, an approved training program and an approved certifying
organization.

The fee for a Duplicate certificate is $13.
A duplicate certificate may only be ordered after an original certificate has
been approved and issued.
