The Skilled Nursing Facility Financial Solvency Advisory Board (SNFFSAB) was established in AB 1731 (Chapter 451, Statutes of 2001). The role of the SNFFSAB is to:

  1. Advise the director on matters of financial solvency affecting the delivery of services in skilled nursing facilities.
  2. Develop and recommend to the director financial solvency licensing requirements and standards relating to the operation of skilled nursing facilities, and
  3. Periodically monitor and report on the implementation and results of the financial solvency licensing requirements and standards.

The Board is composed of eight members. The members consist of the director, or the director’s designee, and seven members appointed by the director. The seven members appointed by the director may be, but are not necessarily limited to, individuals with training and experience in the following areas or fields:

  • Medical and health care economics.
  • Consumer advocacy or representation.
  • Nursing Facility employee organizations.
  • Accountancy.
  • Research or actuarial studies in the area of skilled nursing facilities.
  • Management or administration of skilled nursing facilities.
  • One of the members appointed by the director is a representative of a collective bargaining agent.

  • All members serve without compensation
