The Office of Health Information and Research (OHIR) produces an extensive array vital
statistics data files. For information on ordering data files, please read the Ordering and Approval

Ordering and Approval Process
OHIR releases data files in a manner that will not compromise the confidentiality of the
parents, children, or decedents on the certificates. In some instances,
researchers or public health officials may need data files with "personal
identifiers." Personal identifiers are those fields on the data files that could
identify an individual, such as names or social security numbers. These fields are confidential and
are only available on specific files for specific uses as prescribed by law. Users must obtain
approvals from the California Health and Human Services Agency's Committee for the Protection of Human Subjects (CPHS) and/or the
California Department of Health Services' Vital Statistics
Advisory Committee (VSAC) in order to use data files with personal identifiers. Once the files are
obtained, users must follow strict guidelines to protect the confidentiality of the data.
The ordering and approval process for data files can be very complex. The process differs based on (1) the data file(s)
being requested, (2) whether personal identifiers are being requested, and/or (3) who is making the
request. OHIR has developed a "decision tree" to help users understand the
process and obtain the correct order form.
