EPIC > Child Maltreatment Surveillance and Prevention
Under Penal Code Section 11166.9, the EPIC Branch is required to implement and maintain a
statewide child abuse and neglect fatality monitoring system. The legislative mandate (Chapter 1012,
Statutes of 1999) authorizes the use of information collected by local Child Death Review Teams
(CDRTs) and data from several statewide databases, including DHS Vital Statistics Death Records,
Department of Justice Supplemental Homicide Files and Central Child Abuse Index, Department of
Social Services Child Welfare System/Case Management Services. The FCANS program starting in July
2000. A Standards and Procedures Manual was developed to help county CDRTs to collect, record and
submit the FCANS data collection form. EPIC provides ongoing training and technical assistance to
county CDRTs for the FCANS Program.
