The NRC is an independent agency
established by the U.S. Congress under the Energy Reorganization Act of 1974 to
ensure adequate protection of the public health and safety, the common defense
and security, and the environment in the use of nuclear materials in the United
States. In 1962, the State of California ratified and approved the State
entering into an agreement with the United States Atomic Energy Commission, the
predecessor of the NRC, by which the federal agency discontinued its regulatory
authority over certain radioactive materials. By such action California became
an "Agreement State." The NRC maintains regulatory authority over all
nuclear power plants in the United States.

California
Performance Review
- CPR’s mission was spelled out by the Governor in his State of the State
address on January 6, 2004 and in his Executive Order of February 10, 2004.
In the Executive Order, he created the California Performance Review to
conduct a focused examination and assessment of California state government.
Based on that examination and assessment, CPR’s mandate was to formulate
and recommend practical changes to government agencies, programs and
operations to reduce total costs of operations, increase productivity,
improve services and make government more responsible and accountable to the
public. More than 250 state employees from all walks of state service worked
on developing specific recommendations to make those things happen.

- The Southwestern Low-Level Radioactive Waste Commission, established
under Public Law 100-712, is the governing body for the Southwestern
Low-Level Radioactive Waste Disposal Compact among Arizona, California,
North Dakota, and South Dakota. California, as host state, is required to
develop a regional disposal facility. The Commission's key duties include
controlling the importation and exportation of low-level waste into and out
of the region. As a separate legal entity. it can make recommendations and
